BUCKINGHAM is working for RICHARD, DUKE of GLOUCESTER to manipulate the country to accept him as the new King instead of his young nephew, KING EDWARD V.  BUCKINGHAM has deployed the slanderous rumours that he and RICHARD earlier decided upon but has proved unsuccessful.  Towards the end of the speech, he exhorts RICHARD to go and speak to the crowds himself.
